Black middle school students in New Hanover County were nearly four times as likely as their white peers to be suspended in 2003-04, according to a report released Monday.
That marked the third consecutive year that the rate of suspensions for black middle school students increased compared to their white peers, the report stated.
A year in the making, the study was part of a program funded by the Governor's Crime Commision to assess if minority youth are disproporionately involved with the criminal justice and school disiplinary systems. The next phase is to establish causes and issue recommendations, expected in about three months.
The report found that the share of black high schoolers suspended was more than three times the rate of whites in 1003-04, the last year of data included.
Latino middle school students were suspended at more than twice th rate of whites that year, But in high school they were suspended less often than whites.
A similar disparity between white and blacks showed with thhe police and courts.
More than 15 percent of county blacks age 6-15 were referred tot he juvenile justice system in 2004, compared to 3.7 percent of whites.
"This information, for me, is something that should make us mad," said school board member Dorothy DeShields, adding it was more than a racial issue. "It is an issue of saving our community."
The data was collected from the schools and various agancies including the N.C. Department of Juvenile Jusstice and Delinquency prevention, the Wilmington police Department and the New Hanover County Sherrif's office. But the hard part is still to come, said Reid Toth, assistant professor of criminal justice at the University of North Carolina Wilmington and the study's research analyst.
Finding ways to reduce the disparity means dealing with myriad of "fairly invisible factors," she said.
The issue was too complex to saddle racism or bias against the poor with all the blame.
"You cannot simply isolate a particular factor or even two or three factors," she said.
The study made early recommendations to improve communications between parents and the schools and to increase involvement to strengthen families.

I mean.... what are they going to do?

sure, maybe whites get off more often than black people...
but THEY BOTH get suspended, and THEY BOTH get off easy for stuff, as well.
I was once suspended in the same situation that a nigger was given lunch detention for!

this would both: put niggers to work instead of their lazy asses buying drugs, killing people, AND being rewarded welfare for it.
Federal laws that effect lives diversely depending on race, religion, and/or location should be left for the states to decide.
Education, then would be opposed much stronger to political standards, and wealthy asshole pointing this kind of ratio out, and blaming it on racism!

White racist principals who suspend more blacks than whites have full privilage and power to, and it is completely reasonable.
He is punishing the children who do wrong, but has the authority to decide how they will be punished.
So what about black principals?
I'll bet their black/white suspension rate is just the same.
